Shouldnt the CPU fan automatically slow down when clock speed is decreased?

I have cool and quiet installed, plus a energy saving utility for the motherboard, and the processor is at 1025mhz, at 4.9 watts, and maximum frequency at idle is 37-40%. So why doesnt the fan slow down? The fans speed and sound still sounds like it does when it is on full power.

in the bios there should be an option to enable it
 
Did you try speedfan on it?

yes, the problem is that the fan doesnt slow down when the cpu speed is decreased, which it should otherwise there would be no point in decreasing the cpu speed.
The cpu decreases the clock speed when 'cool n quiet' ingages, but the fan speed remains the same. i dont know what the problem is
 
You could try to disable cool n quiet in the bios and manually control it through speedfan. Failing that just do what I did, just pick up a fan , Scythe do some very cheap quiet ones.

speedfan doesnt work, and i already have some cheap quiet ones, and yet again its the cpu fan not the case fans.
 
Check in the bios under "PC Monitoring" where you check temperatures, for "Smart fan config"

there is no such option. There is a tab to configure the fan speed and it gives three settings, low medium and high, at first it was on high, i then set it to medium but the fan speed remained the same, and there was no difference in the noise level.

that is what i was trying to think of. I was determined not to restart my system just to go to the bios and find the name of it :P Smart Fan is what i was thinking of when i puting the bios there should be an option to disable it
