So, i took a video of my comp screen, but it turns out too large (full screen) I want it to be a lot smaller so i can upload it to a site. What program is nessesary for this?

Most likely it's been saved as an uncompressed AVI file. You'll need a program to convert it to a low-bitrate file such as WMV or MPG. Just google for freeware or 30 day trialware, there's plenty out there, eg. this one.

Windows Movie Maker would allow you to do that, you just need to import it, put it on the storyboard and there is a choice of settings when you save the video. (not the project).
