Is there a hotkey to open the Shut Down menu?

Best I can find is:
Press the <Win logo> key, then the Up arrow, then Enter

I dont think you can get a shortcut to the actual shutdown optons bit, but you can create shortcuts to SHUTDOWN and RESTART etc... then after you create the shortcuts, right click - properties and define a keyboard shortcut for ti, such as CTRL + T or something, then anywhere you press CTRL + T it would run that shortcut.

how do you make a shortcut to say, Standby?
