Skype Question

I'm trying to figure out the easiest way to forward all cell phone calls to Skype, or a program like it.

The situation will be that I'm in a basement, so I wont get cell service, but if I get a call, I want the computer to pick it up, and call me on the computer, in the basement, so I can answer the call that way.

I'm not sure how to do it, but knowing Skype, it'd probably cost money.
