I am looking into using Skype to make PC to Cell/Landline phones, as well as receive them. I have a few questions:

• Is Skype the best program for this?
• How much is this package?
• And if my cell gets bad service in my apartment, does that affect the call/quality on Skype?

yeah you if get a subscription that will do it.
There is unlimited country and unlimited world. You can probably work out the difference.

Here is the unlimited world package for $12.95 a month.

It has unlimited calls at any time of day and 3 different numbers for people to call you on. 1 for family, 1 for friends and 1 for business and so on.
That allows them to call you directly on skype from there cell/landlines.

You also get voicemail and everything
