slight bootup prob with xp

i have installed a slave H/D with no O/S system it just for storing files.
but everytime i boot up the xp file checker runs and cant seem to stop the sytem doing this even if i let it run all the way through it checks it again the next time i boot is there any way around this.

I am not sure but have a look in MSCONFIG and disable all startup items. but it could be that the hard drive has some bad sectors on. I'm not sure.
