Slow Computer After HD Installation

I am a owner of a Dell computer, recently i installed a Hard Drive and when i use the hard drive for anything like video or copying files it is very slow. i have made sure that the setting in the BIOS is set to Performance not Silent Drive which is a feature on dell that can slow down the computers performance
 
did you buy a old one or used one? if so, it may not be as good as the origional one, or your processor is busy or already working
 
This is a new HD, not the proccessor becasue when i do the same thing on the new computer it is twice as fast in quad as fast
 
Go into your Device Manager under your IDE Controller that the drive is on and make sure its not running in PIO mode.
 
is there anything else hat might casue the problem before i turn the computer off to boot BIOS to do post #5
