Slow Download

When I download files its usually at around 400-500 KB/sec but my current download is creepin along at around 8-14 KB/sec. Also I havent been able to get my task manager to come up. When I hit ctrl alt del and select task manager, nothing happens

Task Manager not opening smells of a virus or malware, especially seeing your downloads are slow. Post up the logs in Security section.
