Slow Video Streaming

OK,I dont know if it's really streaming but here lately while watching youtube videos and reviews, it will play 15-30 seconds and the pause to catch up, play-pause and play-pause.

AT&T couldn't help out and I don't know what's going on, a few weeks ago it seemed to be doing ok but not now.

The speed check out 1.30 - 1.47 meg download and .31 meg upload. What I pay for is 3 download, that's the most they have in my area from what she said.
In safe mode it bumped the download to 2. something.

What I can I do to speed it up?

The first thing I would do is reboot the modem/router and see if that changes anything. The next thing, would be to scan your system for malware using malwarebytes. If you have any broswer plugins you don't use, uninstall them. You may also want to see if there is an updated driver for ethernet, assuming you are using a corded connection and not wireless. If wireless then see if there is an updated driver for the wireless card.

Another thing, if you can remember when it was working fine, you can try doing a system restore back to that day to see if it works again, could have been a windows update.

Thanks, I will loo into that, scanning with malwarebytes now. Will look into doing the other stuff next week, going camping.

There is also the possibility that you're being throttled by your ISP. If that's your case, then your solution may be to switch ISPs. Here's an article with further info: http://www.pcworld.com/article/158951/find_out_if_your_isp_is_throttling_your_internet_service.html

Might be a busy time for the site also and suspect that.

Check your wireless connection, maybe something wrong with it. Try to unplug and plug again if you are connecting to the internet with a router.
