sluggish Power? HELP!!!

Dows anybody know why a computers fans kind of chug when you do anything? For example opening up an appications makes the fans almost "slow down." They make the nise level almost dip. Is it a faulty powersupple or what. It gets annoying after a while. I have a 3.0E P3 HT CPU from intell if that makes any difference. Help me out with some answers please!

Contourguy: What kind of PSU do you have? It almost sounds like your PSU is dying. Do you check your rails?
 
Power Supply

It is a Dynapower power supply that I got with the case. Its 450 Watts. The case is brand new too. I probbably havent had it for 2 months.

I am not sure what rails are. I havent heard of them before. What are they?

If you pop open your case it should say the rails right on the PSU. Post back what they say (read PSU101 again if your still not sure what I'm talking about).

Should I try a different PSU or what?

It wouldn't hurt to try if you have another.
