Sluggy TV Tuner

Hi my TV is really slow and giving me like 1 FPS while steaming live tv.
I checking and found its using about 50%-100% of one of my CPU's.
I'm using CyberLink Power Cinema to watch it?
Also I'm using a Coax Cable so it's not the signal.
Is there a different program I can use or something to give me proper TV, I'm using the laptop in my sig and am not using any other programs while tying to watch it.

Yes I use a tv tuner on my laptop and while whaching it, it is very slow and is constantly skipping sorry for the crap explination lol

whats your connection speed? because streaming isnt relly doable on lets say dial-up or so

its 512 broadband but I'm not doing it through the internet but through a coax connected to the houses ariel.
