Smartphone OS

Hello everyone,
I've been wondering, is there in the world some sort of smartphone OS that lets the user decide what services to run, I mean like you type "msconfig" in a windows PC and it gives you a list of services you can disable.
The the thing is my smart phone is a bit old , I like it and I don't want to replace it.
now, after I update (or rather it updates) my applications it runs slower and slower and the reason I think is because the running app list grows (including apps that I cannot remove or even stop).
other thing (that probably will sound paranoid to many people) I don't want my phone to track me share my information with hell knows who.
I noticed no so long a go that my phone keeps a log of the GPS coordinates of where I take a photo or connect to the WiFi, I understand that a lot of people like being tracked but I am not one of them.
I hope this post doesn't sounds like some sort a conspiracy theory or something of this sort.
this aside , is there some sort of OS like this ?
what about Ubuntu ?, I know its based on Linux but I don't know much more about it.

You should look at Android.

If you root the phone, you can install startup managers which let you decide which programs launch on startup, you can have apps which hibernate apps so they don't waste data or CPU/RAM unless you open them specifically, and you can uninstall or freeze applications and services that you don't need. I do this with my phone, as there are many pre-installed apps and certain services I don't need, so I freeze them to increase battery life and free up RAM.

If you're paranoid, you can disable location services and disable geotags on photos as well, or just select which apps can access your location.

Good luck getting Linux to work on a phone.
