Ehh, I'd rather have the 790xt UD4P with no I/O plate and accessories than a 770 chipset retail.
As for the second slot, nothing below a 4870 would be restricted by 4x in Xfire, and also if you are a Nvidia user you can use the second slot for a dedicated PhysX and/or folding card as well, or anything really lots of stuff besides video cards can use a x16 slot....you have no options with that other 770 board for expansion.
I/O plates are overrated, just get the UD4P you won't be unhappy I promise you that, it's a sweet board.
I was recommending it over the $60 Asrock board you listed, not the UD4P. For the price of that open box UD4P, you may as well spend the extra $15 or so on a 790FX board from DFI:
