After receiving some excellent advice I ordered and built a pc. in a nutshell:
i5 2500k
radeon 6870
8gigs patriot ram
reused 4 year old 300gb hardrives

My follow up question:

windows index scores are as follows;
CPU - 7.6
RAM - 7.6
GPU - 7.7
Hard drive - 5.2

would there be a considerable speed jump buying a new HDD?

ps if you want pictures you'll have to request.
 
Main difference would be in boot times and load times for the programs on it and the only way to get a big enough difference to notice would be to get a SSD, which are very expensive for their storage capacity.
 
Your hard drive will be the lowest number unless you have an SSD drive as your boot drive. What model number of hard drives do you have?
 
Those would be 8mb cache 160 gb drives, quite old. You may want to invest in some new 16mb cache 320 gb drives. They won't improve your score that much but your system will be somewhat faster and more reliable.
