Software instillation problem

Recently, I have been unable to install software on my computer. The first one I tried to install was Python. An error message appeared that said "There is a problem with the Windows Installer package. a DLL required for this install to complete could not be run. Contact your support personnel or package vendor." A different forum told me clear my temp folder in C:\Users\Andrew\AppData\Local\Temp. The folder was empty and I kept all the files in the recycle bin in case I needed them again. It is now a few days later, and it appears that there are already more files in this folder. Today I tried to install Aurora Text&3d logo maker, and got a message immediately that said "unable to execute file in the temproary directory. Setup aborted Error 5: Access is denied". What is the problem? Do I need those temporary files back? Why is my access denied of anything when I'm the administrator. Can someone please help me?
 
I suggest doing a system restore back to a day when everything was working fine. This should fix the issue. Most likely a windows update has caused this.
 
K, good idea, I'll try that. I might actually re format my computer altogether If that doesn't work, because I'm starting to have a lot of problems with it.
