software maybe banners

My wife is looking for a program for labels or banner i think. she was offered to put pictures on a sweat shirt for a school hockey team. its a team picture but they also want a insignia or banner above the team picture. it says the name of the school. would you have any idea what kind of software that would allow you to make this insignia?.

i think logo was the proper term.
