Something weird about CPU speed display in system properties

On an old Sony Vaio PCG-GRZ615S, when I go to system properties without any application open it displays the CPU is at due 2.4 Ghz but when it's running programs it can go down to ~ 280 Mhz...
How's that ? What's going wrong here ?
 
There is software enabled that will throttle the cpu back when needed in order to conserve power. If it has an AMD processor then its called cool n quiet, if its an Intel processor, then its called Speedstep. If it's not in the bios then its a driver that got installed specifically for that purpose.
 
I agree with johnb35. It would go down because a program on your computer is slowing the processor down or the program is taking too much memory out of your CPU allowing it to go down. It shpuldn't do that. Maybe format your computer and then see how it goes.

Thanks for the hint on Speedstep.
However, this thing is a pain to disable. There's no option in the BIOS to do that and it doesn't change anything when I set power management mode to "always on"...
Also tried with Speedswitch XP...

Windows was installed recently on this comp so there's no need to format yet.
 
I don't know what to think anymore... SpeedswitchXP indicates the CPU speed remains @ 2.4 Ghz while Windows system properties indicates a much lower value.

As a matter of fact, the program I'm trying to run here, Serato Scratchlive, works perfectly on another Vaio laptop with the same specs...
 
CPU-z says ~ 2.4 Ghz so this is fine.
That being said, it's incredibly slow compared to the other laptop.
So I compared values on both with CPU-z.
Multiplier is higher on this comp but the bus speed & FSB are higher on the other one. The BIOS won't let me change the settings on either comps, is there any other way to tweak this ?

Also, the RAM sticks on this comp (2 x 256 Mb) have slightly different frequency and latency, can that be a problem ?
