sound processing time...memory or....?

I had a previous post on a computer I was going to buy but now am thinking of building one.

I was wondering (i produce music) when you run effects and such things and talk into a microphone for example, there's a few milliseconds wait for the computer to process your voice, add the effects and play it back.

I can set this latency to whatever I want down to 1 millisecond (instantly basically) but it can become very distorted and unclear. To get this latency down would the speed of the ram and the sound card be the biggest thing to worry about?

currently have an emu 0404 but am upgrading to something else with the new computer and I have an akg condensor microphone running through a tampa preamp (but those two, mic and preamp, should have nothing to do with latency being hardware, I only have latency through software when it processes the effects to add to the vocals)
