Speakers Make This Sizzle Noise...

I have my speakers on Low Volume, in fact i turn the volume down all the way. and i keep hearing this sizzle sound coming from my speakers with the volume off.

I unplugged my speakers and plugged everything back into desktop pc but i can still hear it.
Its annoying.

Probably feedback from ac line noise.... you have them connected to a surge supressor?
