I went to my start up page and unchecked a bunch of stuff that I did not want to start up on start up.It was bogging the computer down.

I found something there that I had not recognized.It was

rundll32 cmicnfg

Ive seen this before when running Virus protection.What is this and should I shut it off on start up?

There are a pair of things about that file. DescriptionSystem tray control panel for C-Media based soundcards - often included on popular motherboards with in-built audio. Available via Start -> Settings -> Control Panel

This is a valid program but it is not required to run on startup.

This program is not required to start automatically as you can run it when you need to. It is advised that you disable this program so that it does not take up necessary resources. http://www.bleepingcomputer.com/startups/Rundll32_cmicnfg.cpl_CMICtrlWnd-874.html

If you are running a C-Media sound card or onboard sound using that chip the first link applies for the audio control panel. The second points as that simply being a 3rd party driver you can elect to disable unless you find it needed.

Generally when you see Rundll anything without an additional prefix it's simply a 3rd party software driver. When you MS_blah blah blah_rundll32.cpl or some other odd name then suspect a virus or backdoor trojan. It never hurts to run a scan anyways however.
