I have replaced new motherboard, cpu + heat fan a new psu when I turn on computer psu fan works heatsink fan turns for 20 seconds then stops and starts doing the same thing all over again can anyone help

Did you put the standoffs in the correct placed between case and motherboard?

They are little metal pieces that screw into the case and then the motherboard gets screwed into them with screws. This prevents the motherboard from shorting out against the case that usually cause the issue you describe.

yes done every thing as it says in the manual checked again and again but still does not boot up

What motherboard and cpu do you have?

I have installed a Gigabyte GA-H61M-D2H-USB3 and a Intel Pentium G2020 Processor

The problem is that the motherboard doesn't support that processor.

You will need to get a different processor. Here is the cpu support list for that motherboard.
