Startup Failure

So, I download the torrent for Anarchy Online (that being an official release), and I begin the download. Say two minutes later, the computer restarts on its own, and reboots Windows. Only this time, no start menu nor any icons, and neither my background wallpaper show up. Rebooting again, I end with the same results. I reboot into safe mode; again, the same results. Safe mode with command prompt doesn't load cmd.exe, either.

I'm desparate. This is horrible. Could someone please help me?

You will need to start the system restore process manually. You can try this by choosing the "safe mode; command prompt only" option in the F8 startup menu or boot to the recovery console with installation disk. The following command is entered at the prompt(for XP systems only) "
%systemroot%\system32\restore\rstrui.exe" and press enter.(without the quote marks)
