does anyone know if its possible to de-activate a game on a steam account, cos i need this (stupid) guy who sold DoD source to me to do this cos i cant use the key while its still on his account
Nope your not allowed...only thing you can do is either buy the account back or buy a new game.
If steam catches it they will ban all the keys attached to that account as well.
