Where does Steam save games - Locally or on their server? If I were to reinstall Win7, would I have to manually make backups or when I reinstall Steam would everything sync back up for individual games?
 
Yes if you bought the game from Steam then you can always redownload it from their server through your Steam account.
You can also of course back them all up on some storage media so you don't have to reinstall them every time you reinstall OS.
 
I know I can re-download it them. Perhaps it was phrased wrong: Where are the game save files saved - locally or Steam server? If I re-download Tomb Raider, for example, will I be in the same spot, or will I have to play though again unless I locate a locally-saved file and copy it over to the Steam folder?
 
Only some games use the steam cloud to backup saves, but i believe all of your saves should be located in your documents. So look the game up to see if it uses the steam cloud. I.E. all my Borderlands 2 saves are located in Libraries/Documents/My Games/Borderlands 2/WillowGame/SaveData
 
Half are in the steam directories in the game's folder, the rest can be scattered in your documents in different random folders, some grouped and some seperate
 
1. The games themselves, including the saves for many of the games, are in your Program Files\Steam\Steamapps folder.

2. The rest of the saves are generally in My Docs or occasionally app data or your root directory

3. You can back up the games so you do not have to redownload by going to your Steam library, right clicking a game you want to backup and clicking backup local content. Then select each game.you want, follow the wizard and you are done. To then get them back, from the Steam client go to Steam > restore from a backup (the exact menu option is something like that, I am not on my computer to check the exact wording)
