Steam / TF2 HELP!

I got Team Fortress 2 for my birthday. put the CD in and auto played it. then steam starts DOWNLOADING the game! what? this thing is 7 GB big, and i am only allowed 5 GB a month. I live in nowhere, i have to use a Sierra Wireless aircard, and its not that fast. I've downloaded about 3 GB of it this month and i plan to download the rest the next couple of months. however, i am displeased. I buy the game just for the Activation Code???? WHAT? So my question: this is normal? Is the game actually on the CD? Do i HAVE to download all of it?

Any help is greatly appreciated.

The game's been updated tonnes since it came out on disc.

Do you have any friends with high speed internet? Take your computer there and update it.
