I'm wondering, if you buy a game thru Steam by downloading it, and then you format your drive for example, can you re-download it to install it again?

Lets say valve doesnt come out with anymore games, CS stops selling as everyong who wants it has it. Therefor the company has basically zero income. The servers go down... and you no longer have your game. Now did you really buy the game, or just rent it?
i think if that happened then you can still play with our original cd's, but i dont think that will happen, since Hald-Life and Counter-Strike are 2 of the most popular games now, and back in the late 1990's.
