Stuck at splash screen

So I posted this in desktops, and just realized it would probably fare bettter in this forum, soooo:

So I'm not really sure why this is happening. It stays at the Windows XP loading screen infefinatly. The loading bar just keeps going and going.

I can't get into safe mode, or even system restore!

I put a new power supply and video card in, and this started. So I took out the new vid card and put the old one in, remembering that I forgot to install the drivers for the new card before installing. Old one back in and it still does it!

I'm at a complete loss as to what to do.
 
Well finally wass able to reformat, but it still gets stuck at the loading screen. Can't get into safe mode as it gets stuck at system32/drives/mup.sys

currently everything is the same, aside from the powersupply :(, I don' get it.
 
Either a driver or hardware problem. If you have on board video, use it, then remove the video card, also the sound card, any USB and PS/2 cables, except the mouse and keyboard, then reboot. If Windows loads up, you got an issue with the hardware you removed. If it still has problems, got a faulty HDD or motherboard. Just remember to touch the case before you touch anything inside the computer.
 
sound like your card is bad, have you tried reformatting with the new hardware installed and letting it go through the whole fresh install

That doesn't make much sense though. It displays everything up until the loading screen. And displays that as well. It just doesn't progress from there.
 
Can it be bricked and still display early screens? I thought it may be a MOBO and GPU incompatibility issue, but apparently others have the same MOBO and this card. Gah!
 
what do you mean it doesnt make sense, its worth a try id think, running a fresh install with all new hardware in during install to see what happens

No no, I mean that it displays the first few screens on the monitor. If it was fried/bricked, it should display anything, correct? Or am I off base? I"ll try what you suggested here in a few actually. I'm trying to get this sorted by tomorrow /

So you try to go into the SAFE MODE but it stops when the file "mup.sys" needs to be loaded?
If thats the case,this is happening because that file is damaged or missing from your "C:\WINDOWS\system32\drivers\" location on your hard disk drive.That is the file of the drivers AND YOUR WINDOWS OS NEEDS THAT DRIVER FILE IN ORDER TO BOOT IN ANY MODE!You can take that file from some other computer that is running the SAME OS or you can simply repair your OS by using its CD or DVD-ROM disk...
