svideo to rca

My laptop has an svideo out port and i purchased a svideo to rca convertor. I then hook that up to my tv in hopes of watching dvd's and such on it and i cannot select my tv as a monitor. The only time i can select it is in safe mode, but then the sound card is turned off. Has anyone had this problem before. Or does anyone have any suggestiongs. The video card is ati mobility radeon 9000 igp.
 
In safemode? You sure about that because you shouldn't even see it there as it's just using a basic driver...

Did you check in advanced display proporties?
 
I can see it in the advanced properties, but it shows that it is not connected. The way i change the display in safe mode is my computer is a laptop and has the Fn F4 command to change displays.
 
And you can't do this Normal windows? Odd... Well, what drivers do you have installed? I know with my old ATI videocard, windows drivers didn't give me any advanced settings.

My computer has never said it has run into a conflict with the video card or anything like that, it just wont recognize a TV once normal windows loads.

P.S. I am not sure if this is important, but i can switch to a tv when the windows startup screen (the black screen with windows logo) is loading, but it automatically changes it back once windows loads.
