SW to edit and mix audio to a dvd format video(.vob)

Hi ,
I want to mix audio file to the .vob video.
Im unable to mix directly so i tried to convert to .mpeg but the video is not as clear as .vob.
I also wnat to know is there a way to edit .vob file, like cut, or delete a particular scene.

So i need 2 -
1. To mix audio to .vob?
2. Edit .vob file?

It has my friends birthday party. I need to cut some shots bcoz i forgot to pause the recording in my handycam n shot the legs and floor.
So i need to cut those scenes.
And put some background sound for it.
