SwSetup folder

I'm using Vista and I noticed that the SwSetup folder contains subfolders and files for many programs that I uninstalled, like Adobe and Office. Why didn't the uninstall remove these files? What purpose are they serving there? And can I safely delete them?
 
Alternatively, is there a program that will scan my hard drive and find and remove useless files that were left behind by the uninstalls?

And what is a better uninstaller so that these software trails are not left behind to begin with?
