Synchronizing date and time

I've been having a problem with updating my date and time. When i go into the date and time properties, i try to update the time because it was off, but an error message pops up that says "an error occurred getting the status of of the last synchronization. The RPC server is unavailible" I've tried updating the time multple times but still it says that error message. Is there a way to fix this?
 
Three possibilities:
1. Make sure time is enabled: Control Panel --> Administrative Tools --> Services --> Windows Time
2. Make sure your firewall is set to allow Windows to access the Net
3. Set the time manually first. If the difference is more than about an hour, Windows Time may not work properly.

i started the service if thats what you meant. i tried synchronizing again but the same error message popped up. i tried setting the time manually and then updating but still nothing happened. when you say allow windows to access internet, what program would it be?
