System not working with all 4 RAM modules installed

I wanted to get more bang for my bucks, so I did a computer build. Parts used were; GIGABYTE GA-H170-D3HP Motherboard, Intel Core i7 Skylake Processor, Samsung SSD 850 EVO, Corsair 750W Power Supply, and the Corsair Vengeance 32GB (4 x 8GB) Memory. I’m having an issue with the DDR4 memory, when I install all 4 memory modules, the computer will not boot up, it only cycles on and off, with no indication on the monitor. It seems to only work with 2 memory modules (16GB) installed.

Is there any tweaking I need to do with the BIOS in order to get 64GB of system memory?
 
Check and make sure you have most current BIOS for your board, looks like the latest one includes updates and compatibility regarding DDR and memory profiles too!!
 
Also make sure the timings for the RAM are set correctly in the BIOS. I've had this issue before with DDR3. Board was setup in in CAS-7 but my RAM was CAS-9. Changing the timings from 7-7-7-21 (or whatever it was) to 9-9-9-24 in the BIOS sorted it.
 
Install RAM, clear CMOS, start, load default profile and save and exit, restart, set correct settings, save and restart.
