System performance worse with "High Performance" power profile

Running Win7 HP 64 bit. One of the suggestions I've seen is to choose the "High Performance" power plan for gaming. When I do this performance in Battlefield 4 really bogs, much worse than "Balanced". Anyone have insight as to what the High Perf is supposed to do?

Currently running a Q9550 Core2 quad OC'd to 3.6g on a GA EP45 DS3L board.

In the power settings, next to "High Performance", click "Change plan settings". On that screen, select "Change advanced power settings", in that little window, find the display settings and ensure that it's set to maximize performance.

That's the setting that actually makes a difference when switching power profiles (in terms of graphical performance). The name of the setting may be different depending on your GPU.
