System Properties question

When I go to the Control Panel, Then System, And the System Properties menu comes up. on the General Tab it says

Intel(R)
Pentium(R) 4 CPU 2.6GHz
1.3GHz 748mb RAM


What does the 1.3 stand for and why does it differ from the 2.6? Shouldn't it be close to the 2.6ghz? Most that I have seen the numbers are either the same or are very close.
 
I would guess a glitch, or your cpu has been underclocked, I would chech the frequncy in the bios.
