system restore and usb connections corrupted ???

good morning
can you please help me with some questions?
my computer is dell 2300 from nov.2002 windows xp
in the 10 or so days I waited to renew my norton antivirus subscription I may have gotten a virus
it started with the loss of trasparency behind the text of all icons on the desktop,now there is a block of color behind the text , I tried to revert it to trasparent in DISPLAY/APPEARANCE/ADVANCED but didn't find a transparent choice
fearing a virus I went to system restore,which saved me before ,but this time it was deactivated,with the dialog ;SYSTEM RESTORE HAS BEEN TURNED OFF BY GROUP POLICY.TO TURN ON SISTEM RESTORE,CONTACT YOUR DOMAIN ADMINISTRATOR,
mine is a home computer,never had other accounts,network or sharing
is this normal?did I changed settings by accident? or is some virus messing up my computer?
I tried to go into system restore from every angle,hit a brick wall every time,inaccesible
I reinstalled windows xp with other difficulties too,
a dialog , ;THE FILE 'IALMNT5.SYS ON INTEL (R) EXTREME GRAPHICS CONTROLLER WINDOW 2000/XP INSTALLATION DISK IS NEEDED....wich I didn't know what to do but I clicked to skip it successfully

THE PROCEDURE ENTRY POINT GET IUMS COULD NOT BE LOCATED IN THE DYNAMIC LINK LIBRARY MSDART.DLL.....I let the computer idle for 3 hours after this dialog with no options , to find it at ,reinstallation finished

after the reinstallation,all my usb ports are inactive,6 ,hard drives,cameras and printer don't connect
they are not even noticed by the computer
I tried to switch cables in all ports , reinstall drivers,nothing seems to work ,even though the HARDWARE/DEVICE MANAGER/UNIVERSAL SERIAL BUS CONTROLLER says that all devices are working properly exept maybe for
intel (r) 8280 1DB/DBM USB 2.0 ENHANCED HOST CONTROLLER-24CD SAYS NO DRIVERS ARE INSTALLED FOR THIS DEVICE
the firewire connection is very defective
only the CD/DVD drive is working good
hope these are not too many questions
any help and advice is appreciated
 
The simple problem is the lack of drivers. Dell's main support page for drivers can be found at http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen

Once there you have to manually enter the information to be brought to the correct page for driver updates. One other method is to right click on the MyComputer icon seen on the desktop and choose the properties link at the bottom of the pop screen. When this opens another popup click on the hardware tab and then the first button at the top is the device manager.

Once inside the device manager look under the various sections including the bottom for usb device listings. Simply right click on any found with yellow marks next to them and choose the update driver option. Sometimes XP will automatically download the dorrect drivers for you. Others will need to downloaded directly from the Dell support site.
 
usb ports are fixed now...but the system restore??? help !!!!

now I resolved the usb ports and connections
but I still have to find out why the system restore is blocked and how to activate it

The first thing to do now for seeing if the system restore feature is enabled or disabled is to go into the 'Start\Programs\Accessories\System Tools" and look for the system restore link there. When the screen opens look along the lower left half for a link there. That is for the settings. That will show if the feature is enabled or needs to be enabled.

On the right half you have the option there to either use a restore point to bring the system back on a calendar which is not needed now. Under that you will see the option to create a brand new restore point. Go for it now that your drivers and softwares are running good.

One problem complained about often is the lack of new restore points that XP creates as the days go along. One a day does seem "lame"! To be able to create new restore points whenever you want to the following link offers a small program called SetPoint by EasyDesk Software. You can even create a desktop shortcut to manually change settings as well as creating new ones. I can get to SYSTEM TOOLS/SYSTEM RESTORE but when I click it,it doesn't open .I always get the dialog SYSTEM RESTORE HAS BEEN TURNED OFF BY GROUP POLICY.TO TURN ON SISTEM RESTORE,CONTACT YOUR DOMAIN ADMINISTRATOR , which I have a strong feeling it's not normal
I wish I knew if it's a pest ,virus or whatever so I'll try to find out what do do next to try to get rid of it

One method to enable or disable the system restore feature is to go into the control panel and find the "services" icon. Once that screen is opened you will see all system services listed on the right side. When finding the system restore look to the right of that to see if it shows it as enabled. If not you have two methods to restart the service. You can right click on it and click the start in the right click menu or go up to the links for start, stop, and pause for some to upper left. See if you can restart it there.
