System restore disk does not work...

My tablet PC must have gotten a virus or something, now whenever Windows XP begins to load I get a blue screen and then it restarts itself. Anyway, I am trying to use the Windows reinstallation disc that came with the computer -- without success.
I have an external CD/DVD drive, and I thought usually the computer will boot from the CD 1st, but maybe since it's a tablet it doesn't do that?
I can go to boot options (F8), and choose safe mode, command prompt, etc. but I cannot for the life of me figure out how to get it to boot from the CD...

Anyone have any ideas?
The computer is a tablet kiosk if that helps
I also tried using a disk from a different computer, and that didn't work either.
 
you need to get into the bios and change the boot order... common bios buttons are f2 del f11 try one of those when the computer first turns on if you get to the windows loading screen you gone to far and need to reboot and try again. once you are in the bios you need to find where it says boot order or boot device priority and change it so the cdrom is before the hdd.
