System Restore

You can't change the drive location of the system restore points. You can however, reduce the size that system restore uses.
 
Can't you create restore points on other drives such as here?:

There's probably an easy way to move your existing ones but I couldn't tell you off hand as I never use that feature.
 
System restore data is saved in the system volume information folder on each drive. You can't move it from drive to drive.
 
You can manage the space used by restore points by the slider when configuring restore. That'd mainly just limit the amount of restores you would be able to utilize.
 
Relocate your Page FIle to another disk, remove it from the Windows drive and then you should free up some system restore space.
