System upgrade.

I'm looking to upgrade one of my PC's. I've listed the system info below. Would it bee easier to upgrade it or start from scratch and build a new system? If upgrading is an option I'd appreciate some suggestions.

um what are you hoping to upgrade this two and what is your budget? - at the moment there are some preety good deals on components though so it may be a good idea startin again.

New CPU and motherboard. More RAM. Also a TV card.

That really depends on your motherboard and what it supports. You should be able to put the tv card in it, as long you have an open pci slot. If you want to change the motherboard, you need to make sure it will fit your case, has an appropriate power supply, supprots your cpu, supports your ram.
