takes about 1min to powerup mobo

My previous 550watts PSU just sparked and shorted the fuse on my Voltage regular so i replaced my PSU with a smaller 350 watts, the problems is now when press the power button my unit wont power-up even the PSU fans wont spin, i have to wait for 1 minute and then power it up for the system to run. I did not let my unit to boot to windows because iam afraid it might damage my system. the 350watts PSU is bnew and tried it some other system it works fine, but it cant seems to powerup my unit, My unit is just a P4 3Ghz with a lot of loads like 4hdd and cdroms, so whats seems to be the problem here? a damaged mobo when the old PSU fried? or just need a higher PSU wattage?
 
Unplug everything you dont need and report back. This way you can determine if it is the PSU. Also give us a run down of the whole system if possible...

and unplugged everything only the mobo connected now and the VGA card, still d same

hmm, that seems like enough power, my parents pc has a 300w with a 7300gt, 2ghz dual core, 2gb ram, 2hdd's and 2 dvd burners. sound like it may be a psu problem, it may have damaged something else when it went out

does the computer run normal after it eventually starts up?
And also, what brand is the psu?

EDIT: i put all those spec into a psu calculator, and it says about 260watts, so a 350 should be enough.

After what do you wait a minute before powering it up? Plugging in the power cord?

If the system actually does power up and runs stable, it shouldn't be a problem. Boot into Windows and run some stress tests.

If you had a short, you might've damaged circuit components in other parts of your machine. You could've fried a capacitor somewhere.
 
Good point Glliw. It's worth inspecting the motherboard for burst or leaking capacitors. Any scorch marks are usually a bad sign too.

How do the connectors and the PCB around the power connectors on the motherboard look?
