Tape On Web Cam

Does anyone else, besides me, put tape over your web cam? I heard that the government and hackers can see you through your web cam. How true is this?
I mainly have it on my HP laptop and ACER CB so that if I accidentally turn it on.

I never used the webcam on my old laptop so I put a dab of paint on it. My new one has a built in cover. I figure that if the right people put their mind to it, they could drain all my bank accounts, take ownership of all my licensed/registered belongings, and make me legally dead... so getting into a webcam is entry level hacking. I may be underestimating the dificulty of that though.
