taskbar hiding in google chrome only. *Win 7*

Title says it all. The taskbar is hidden when I open google chrome and only google chrome. It's not in Full Screen mode, and I've tried Locking the taskbar, and unlocking the task bar, and auto hiding the task bar, adn un-auto-hiding the taskbar. Any other suggestions?
 
Let's first try the most simple way:

Click the F11 button on your keyboard twice and it should bring the taskbar back to normal.

Nah, that's full screen mode. Thats what I thought it was. But it wasn't. I just restarted and it came back to normal. Weird..
