Taskbar Icons

It seems like every other reboot I do....windows loads up but then when it gets to the desktop my taskbar icons wont load and when i scroll the mouse down to the taskbar it will be an hour glass....and also my mouse seems to be jerkin gevery now and then....are those two related? and what could be causing this? would a system restore fix this?

Edit: I just tried a system restore...doesnt work says it is incomplete....and most of the time i notice the jerky mouse when i start to play counter strike source

I ran a virus scan..nothing...im gonna run an adaware scan and do a defrag tonite meanwhile im reinstalling cs source
