Taskbar missing

First, I'm not real computer literate, by I get along. I've had a problem that's been dogging me the last 6 mos. or so, and seems to be getting more frequent. I have SBC global.net DSL service at my residence and when I shut down my browser and go back to my desktop, I have to shutdown the SBC DSL by rt clicking on their icon in the lwr taskbar. Sometimes when I go back, there is no lwr taskbar! SBC says it's a Windows problem.....I have Windows XP. I've tried clicking Cntrl + Esc, Alt + Ent and S, but it doesn't help. Any ideas?

Before closing the browser try bringing up the task manager by right clicking on the... task bar? to exit by ending the SBC process. The desktop and taskbar should return to normal once the process has been ended. That would be a possible temp solution if the system file checker doesn't find any system files corrupted or missing. If you have the Windows installation disk you can run that by typing "sfc /scannow" at the Run prompt right off of the Start menu that just happens to be on... the task bar. Primarily it sounds more like something in the SBC software pack is hanging up somehow there.
