TCP/TI Dial up adaptor - Message Error

I have an older desktop workhorse with Windows Me, I had been having problems with various error messages. I decided to reload Me, now the message comes up that TCP/TI is not installed, it still connects to the internet automatically; but the browser won't open nor Outlook Express.
Is this an easy fix?
Do I have to reload the internet provider's software; or this a microsoft problem?
