Team Fortress 2 low fps

So I have got TF2 and a computer which is enough for the minimum requirements. Here is my computer.
- 3 ghz Pentium 4 processor
- 512 Mb Nvidia Gforce 8600 GT
- 1.5 RAM
- and 80 gig of HDD
- (windows XP)

It is totally enough for the minimum requirements but i get very low fps
(around ~20) which is unplayable. Is there any way to fix it without buying a new computer??
Or if I have to buy new parts what needs some upgrade???

HOLY CRAP 20 FPS!!! totally unplayable my butt. I can hit .2 fps in warcraft 3 and i still can play it.

make sure all the graphics settings are set to low

its all on min. only the resolution is 1024*768

yeah i'm voting processor Source games i'm able to get 60+ maxed settings with an 8500gt with my dual core (unless there are like 25+ people in there then i start lagging )
