Thick Task Bar

A coworker called me with a computer problem that I also remembering having years and years ago but don't remember how I corrected it so I'm hoping yall can help.
He did something on the desktop and made the task bar at the bottom two or three times thicker or taller than it was before. Now he said it takes up two inches of the bottom of the screen. I told him to catch the top of the bar and pull it down to near the bottom and release it, but it goes back to the two inch tall size.
I tried to also do it but the bar refuses to return to it's 1/4th orginal size.

I know he did something with the mouse to make it thick, but refuses to return. What causes it and how can he fix it?
I can't remember how I fixed it before.

I tried everything I could think of. His problem actually began after he accidently dragged the task bar to the left side. Trying to put it back on the bottom he got it stuck on the top of the screen.
I went over and dragged it back to the bottom, but it's still two inches tall. If I drag it off the bottom of the screen it will dissapear all together. Locking the task bar in the "Start" setup, will bring the task bar back onm the bottom, but still two inches tall, any Ideas?
 
Try going to "Taskbar and start menu" (control panel) > uncheck "autohide the taskbar" if it's selected. Uncheck "lock taskbar" if it's selected.

Close out of control panel > Drag the top of the taskbar back to the desired size and then right click on it and "lock the taskbar".

If none of this works run "System restore" and back it up a day or so and that should cure your problem.
