It's alright if you're wanting to pay $12 for one. Basically how "good" a heatsink is is mostly measured by thermal resistance (°C/W) and Noise level (dBA). The lower the better. There's hundreds out there, the best for comparison might be the Zalman CNPS9500 LED.

Are you wanting to upgrade from what you have at the moment?
 
Rather then get that, save up for the Thermaltake Big Typhoon. It may be a little expensive, but it is well worth it. And, it smells good.
