CPU is a bit low-end compared to the GPU, but that's because the GPU is a beast of a card. You will see a dip in CPU dependent games, such as Skyrim or BF3/4, but it's still a dual core at 3.1GHz.
I wouldn't buy it for the Buy It Now price I think, but for $400 it's a steal. GPU, case and PSU are quality components.
You will also need a way to activate Windows 7/provide your own OS, if you missed it. It has an unactivated Windows 7 installed.

I have a feeling this is actually an item he is selling and he just wants our opinion on the price. I remember Okedokey used to have a 600T and a few 580s.
I've already commented on the starting bid price. It's good value - the equivalent of £210 for a Corsair 600T, GTX 580, a decent ASUS P67 board, an ASUS sound card and a Corsair 750W PSU is great. To put that into perspective, to buy the 600T brand new you'd be paying £145 over here, so to get that and the other stuff for the equivalent of £210 is good value. The buy it now price is the equivalent of about £370 which isn't bad at all.
