Timeouts?

Hey everyone,
at my school (college) we have a really good t1 line and I can get pings all the way down to like 5 that's right 5 ms in CS:S. The issue is that every 15-20 minutes (or less) my ping goes to 999 for a minute or so and usually forces me to be kicked.

I can just rejoin and it's back down again but that gets on my nerves cuz it ruins my score and overall is just annoying.

Anyone know any fixes that could smooth out the line or something so I don't have these hiccups every now and then? It's not a random thing either it happens every single time for months.
 
This sounds like something that your IT department has purposely done to discourage gaming from taking up the bandwith of the school's connection. Most schools use packet shapers, but this seems like another approach that some would use. Have you checked to see if other people are having the same problem? If not, then it might be a hardware problem or something...
 
only internet, and yes everyone has this problem, it's a military school so I wouldn't be surprised if they boned us.

But, is there anyway to suck more bandwidth or something just during that time to keep a constant connection? It's not that they are prohibiting us they say it is that theres just not enough bandwidth or something which is crap because the ping is like 5 for all the rest of the time
