Tiscali Installation Error

Hi, I am trying to install a new Tiscali broadband connection and when the setup runs a connection check it fails and i get a 106 error. From google it looks like a registry error but i cant find a free repair. can anyone help

Tiscali problem

I'm going from dialup to broadband. It looks like a registry problem but thats where my knowledge ends. Hoping i dont have to do a rebuild.
